TWO YEARS OF THE MINISTRY OF DIGITAL:

DRIVING THE NATIONAL DIGITALISATION AGENDA TOWARDS AN AI NATION BY 2030

KUALA LUMPUR, 12 DECEMBER 2025 – The Ministry of Digital (KD) today hosted an Appreciation Ceremony and the Celebration of its Second Anniversary to recognise the commitment, dedication and contributions of all ministry personnel in driving the nation’s digitalisation agenda.

The ceremony was not merely a celebration of two years since the establishment of the Ministry of Digital, but also a reflection of the ministry’s steadfast commitment to leading Malaysia’s digital transformation in a more strategic and high-impact direction.

The celebration also marked the rapid evolution of the Ministry of Digital from a newly established ministry laying the foundations of the nation’s digital ecosystem into a strategic leader now shaping Malaysia’s digital direction and influencing the regional technology landscape. The event served as a platform to reflect on achievements over the first two years, reaffirm leadership commitment, and strengthen collective resolve in advancing the National AI agenda, enhancing high-impact digital services, and building an inclusive digital ecosystem.

Through initiatives focused on inclusive digitalisation, the Ministry of Digital continues to move forward in strengthening the nation’s digital competitiveness and ensuring that people from all segments of society benefit from digitalisation, in line with Malaysia’s aspiration to become an AI-driven nation by 2030.

2024 Highlights: Laying the Foundation for National Digitalisation

In its first year of establishment, the Ministry of Digital focused on restructuring digital governance and formulating strategic policies. These achievements laid the foundation for the implementation of high-impact initiatives under the 12th Malaysia Plan (12MP) in 2025. Key milestones included:


•Strengthening agencies under the Ministry of Digital;

•Aligning core national digital functions;

•Developing strategic documents at the national level;

•Establishing the National AI Office (NAIO);

•Amending the Personal Data Protection Act; and

•Supporting NACSA in the tabling of the Cyber Security Act 2024.


Success Across Three Key Pillars in 2025

Beyond its leadership at the ASEAN level, the Ministry of Digital continued to strengthen the domestic digital ecosystem through three key pillars:

A. Digital Government (GovTech);

•Malaysia GovTech Unit: Establishment of a dedicated unit to drive public sector innovation.

•Data Sharing: Gazettement of the Data Sharing Act 2025 (Act 864) and the establishment of the National Data Sharing Committee to enable more agile government services (GovTech).

•Single Gateway: Enhancement of the MyGOV Malaysia Application and the MyGovernment Portal, including the launch of a dedicated segment for non-citizens.


B. Digital Economy;

•Investment & Infrastructure: Launch of the National Cloud Computing Policy (NCCP) and the 5G Industry Adoption Programme Grant.

•International Collaboration: Attraction of investments and technology transfer through Memoranda of Understanding (MoUs) with the People’s Republic of China (focusing on AI and the Digital Economy) and the Kyrgyz Republic (Digital Transformation and Cybersecurity).

•Sustainable Ecosystem: Introduction of the AI Ethics Code and the Adaptive AI Regulatory Framework to strengthen investor confidence.


C. Digital Society;

•Inclusivity: Implementation of the Malaysia Digital Tour (Jelajah Malaysia Digital – JMD) 2025 nationwide to engage local communities.

•Talent Development: Executive Digital Leadership Programme (EDLP) and the Rakyat Digital initiative to develop a highly skilled digital workforce.

•Social Security: Launch of the National Cyber Ethics Module (ESN) to educate citizens on becoming ethical digital citizens.


Future Direction: Preparing Towards an AI Nation 2030 (13th Malaysia Plan)

The Ministry of Digital is now placing full focus on the preparation of the Policy Implementation Plan under the 13th Malaysia Plan (13MP), aligned with the Malaysia Digital Action Plan 2030: Towards an AI Nation. This represents the implementation of Phase 3 following the mid-term review of the Malaysia Digital Economy Blueprint (RTEDM) and the National Fourth Industrial Revolution Policy (4IRN). In parallel, the Ministry is also developing the National AI Action Plan 2026–2030 to further support and accelerate Malaysia’s aspiration to become an AI Nation by 2030.

The key priority is to ensure that Malaysia is not only prepared in terms of artificial intelligence (AI) infrastructure and talent, but also equipped with a robust governance framework to become a globally competitive AI Nation by 2030.
