AI GUIDELINES, TRAINING PROGRAMMES AMONG PROACTIVE MEASURES BY THE MINISTRY OF DIGITAL TO COMBAT ONLINE SCAMS
The Ministry of Digital is actively implementing proactive measures to combat online scams. This comes in response to the growing prevalence of scams driven by artificial intelligence (AI), such as deepfake videos and voice impersonation.
According to records by the Royal Malaysia Police (PDRM), a total of 35,368 cybercrime cases involving online financial scams were reported in 2024. This marks a 2.53 percent increase compared to 2023, with losses amounting to RM1.58 billion. In the first three months of 2025 alone, Malaysia recorded 12,110 online scam cases involving fraudulent activities such as fake e-commerce offers, bogus loans, and nonexistent investment schemes, resulting in total losses of RM573.7 million.
Among the initiatives undertaken by the Ministry of Digital to combat this crime is the development of guidelines related to Artificial Intelligence (AI). Through the Department of Personal Data Protection (JPDP), the Ministry is currently developing these guidelines, which are expected to be completed by early next year (January– March) 2026. The guidelines in progress include the Guidelines on Data Protection Impact Assessment (DPIA), the Data Protection by Design Guideline, and the Guidelines on Automated Decision Making (ADM) and Profiling.
In addition, the Ministry of Digital, through the National Digital Department, has also developed the Guidelines on AI Adoption in the Public Sector (GPAISA) to support Government Departments and Agencies in implementing the use of AI technologies in a safe, ethical, and responsible manner. This is in line with principles of good governance, legal compliance, and respect for fundamental rights.
The Government is also implementing training and capacity-building programmes for enforcement agencies and civil servants in the areas of cybersecurity and AI through initiatives such as 'AI for the People' and the MD Workforce training programme under the Malaysia Digital Economy Corporation (MDEC).
The Ministry of Digital, through CyberSecurity Malaysia, is also developing an AIbased application in collaboration with Universiti Kebangsaan Malaysia (UKM) to verify the authenticity of images and videos. This initiative aims to support cybercrime investigations involving online scams, identity fraud, and the spread of digital disinformation.
The Ministry of Digital will continue to intensify efforts in developing a safe, responsible, and resilient AI ecosystem to comprehensively address fraud-related crimes. This is aligned with Malaysia’s aspiration to become a regional leader in the digital economy and cybersecurity.
