MINISTRY OF DIGITAL TO INTENSIFY RMK-13 INITIATIVES

The Ministry of Digital welcomes the initiatives outlined in 13th Malaysia Plan (RMK-13) that focus on building a robust and sustainable digital ecosystem which will boost Malaysia’s digital transformation. This reflects Prime Minister Dato’ Seri Anwar Ibrahim’s commitment to ensure the country’s agenda towards Malaysia Digital 2030 succeeds.

The RMK-13 is a crucial instrument for achieving the MADANI Government’s goal of making Malaysia an inclusive and sustainable AI Nation and a regional digital technology producer by 2030. The RMK-13 outlines a comprehensive digital transformation strategy across three key dimensions - Raising the Ceiling (Accelerating economic structure change); Raising the Floor (Enhancing quality of life for citizens); and Strengthening Good Governance (Towards a responsive and accountable public administration). These dimensions are in line with the Ministry of Digital’s on-going initiatives.

Since its inception in December 2023, the Ministry of Digital has been actively working on various programmes – from introducing new legislation, such as the Data Sharing Act; to setting up new institutions, such as the National AI Office (NAIO); enhancing AI literacy among the rakyat, through the Rakyat Digital portal; to building digital talent, including those from the civil service, through programmes such as the Executive Digital Leadership Program (EDLP).

Through RMK-13, the Ministry of Digital is set to further transform the national digital landscape. This include the establishment of a National Data Bank and the deployment of digital twin technology. The National Data Bank will serve as a national repository for high-quality datasets across ministries and sectors, enabling streamlined data access and improved analytics. The national digital twin systems will provide real-time modelling capabilities to simulate complex environments — helping policymakers test and refine decisions. Together, they will power AI-based decision-making across domains such as urban planning, disaster response, logistics, and healthcare.

To safeguard the nation’s data assets and foster a culture of responsible innovation, the Government will also establish a National Data Commission. This independent body under the Ministry of Digital will oversee data governance, enforce secure sharing practices, promote the ethical data use and support transparent, crosssector data collaboration. It will also play a critical role in managing the national digital infrastructure and enhancing public trust in an increasingly data-driven economy.

GovTech Malaysia will spearhead the transformation of digital public services by serving as the central coordinating body across ministries and agencies. Its role will be pivotal in deploying a comprehensive digital public infrastructure (DPI), enhancing system interoperability, and accelerating the rollout of end-to-end online services. A flagship initiative under RMK13 is the creation of a single government service window — anchored by the MyGov mobile application and the malaysia.gov.my portal — which will provide citizens with unified, secure, and personalised access to public services through a single platform. Access to this platform will be exclusively enabled via MyDigital ID, ensuring a secure and universal digital credential for all Malaysians. This initiative supports the Government’s target for 95% of Federal Government services to be delivered fully online by 2030, and aligns with our aspiration to place Malaysia among the top 20 countries in the United Nations’ eGovernment Development Index (Online Service Index) by the same year.

The upcoming ASEAN AI Summit (August 12-13) and Kuala Lumpur Smart City Expo (September 17-19) will serve as a perfect platform for us to expand on the initiatives listed in the RMK-13. These events will not only benefit the local players but also our foreign guests who will get a feel of Malaysia’s aspiration in wanting to be a global player in the digital sphere. Such events will also attract investors to take notice of our thriving digital economy that recorded RM163.6 billion in total approved digital investments last year.

The RMK-13 signifies a national commitment, and essentially serves as a blueprint for Malaysia to become a digitally advanced, highly productive, prosperous and citizen-centric nation.
