MINISTRY OF DIGITAL LEADS NATION’S AI TRANSFORMATION
PUTRAJAYA, 29 June 2026 – Malaysia today marked a new milestone in its digital transformation journey with the official unveiling of the Malaysia Digital Action Plan 2030 (MD2030) by Prime Minister Dato’ Seri Anwar Ibrahim.
This blueprint positions the Ministry of Digital (KD) as the lead ministry responsible for steering the nation's strategic direction to realise the “Towards an AI Nation 2030” agenda. As a national implementation plan spanning 2026–2030, MD2030 marks a pivotal shift in the country's focus, moving from a technology consumer to a producer of local innovations.
MD2030 outlines comprehensive national targets towards 2030, encompassing economic indicators and a holistic efficiency in public service delivery:
•A 30% contribution of the digital economy to the national GDP;
•500,000 high-value job opportunities within the digital economy;
•Savings of RM4.5 billion for the public sector resulting from Government digitalisation operations; and
•95% of government services provided online end-to-end.
Strategic Alignment of National Policies
The MD2030 blueprint is developed on the foundation of sustainable policy continuity to drive the nation's global competitiveness. It operationalises digital priorities under the Thirteenth Malaysia Plan (13MP) and fully supports the MADANI Economy framework.
Furthermore, following a comprehensive mid-term review, MD2030 realigns the strategic focus of the Malaysia Digital Economy Blueprint (MDEB) and the National Fourth Industrial Revolution Policy (4IRP) to ensure a more targeted impact.
The Seven Strategic Thrusts of MD2030
To ensure the seamless execution of this agenda, MD2030 is driven by Seven (7)
Strategic Thrusts, co-led by various ministries to reflect a holistic, Whole-of-
Government approach:
1. Thrust 1: Government
(Cluster Lead: Chief Secretary to the Government; Secretariat: Ministry of
Digital - KD)
Introducing and enhancing user-centric government service delivery through
the establishment of GovTech Malaysia, legislative reviews, and co-creation
among government, businesses, and citizens.
2. Thrust 2: Economy
(Cluster Lead: Minister of Investment, Trade and Industry; Secretariat:
Ministry of Investment, Trade and Industry - MITI)
Driving productivity and growth to position Malaysia as a regional digital trade
and innovation hub through "Made by Malaysia" products, technology adoption
within High Growth High Value (HGHV) sectors, and unlocking the potential of
data, digital assets, and Intellectual Property (IP).
3. Thrust 3: Infrastructure
(Cluster Lead: Minister of Communications; Secretariat: Ministry of
Communications - KK)
Boosting high-quality internet connectivity nationwide and developing
sustainable future digital infrastructure (including data centres, cloud
computing, and smart cities).
4. Thrust 4: Talent
(Cluster Lead: Minister of Human Resources; Secretariat: Ministry of
Human Resources - KESUMA)
Ensuring the nation’s workforce is future-ready for the digital economy through
a comprehensive talent policy framework, agile workforce transitions, and
reinforcing Malaysia's position as a regional and global digital talent hub.
5. Thrust 5: Society
(Cluster Lead: Minister of Women, Family and Community Development;
Secretariat: Ministry of Women, Family and Community Development -
KPWKM)
Ensuring the inclusive participation of all citizens in the digital ecosystem
through the institutionalisation of the Malaysia Digital Inclusivity Index, the
empowerment of rural communities, and social-impact digital solutions.
6. Thrust 6: Trust and Security
(Cluster Lead: Minister of Digital; Secretariat: Ministry of Digital - KD)
Striking a balance between digital security and innovation needs through the
operationalisation of the National Data Commission and the development of the
National Digital Trust Strategy 2026–2030.
7. Thrust 7: Innovation
(Cluster Lead: Minister of Science, Technology and Innovation;
Secretariat: Ministry of Science, Technology and Innovation - MOSTI)
Strengthening the innovation value chain from research to commercialisation
through a robust Research, Development, Commercialisation, Innovation, and
Economy (R, D, C, I & E) ecosystem to support the nation's transition into a
creator of digital technology.
According to YB Gobind Singh Deo, the launch of Malaysia Digital 2030 (MD2030)
is clear testament that Malaysia is now ready to transition from being a mere consumer
of technology to a respected producer of digital innovation. "As the lead ministry, the
Ministry of Digital not only shoulders the responsibility of achieving holistic economic
targets, but we are also deeply committed to ensuring that this transformation is built
upon a solid foundation of trust, data security, and robust governance," he said.
Through a Whole-of-Government approach, the ministry will ensure that the workflows
of all agencies under its purview are executed in an integrated and thorough manner.
The ultimate goal extends beyond figures and technology; it is about building a future
where every Malaysian, regardless of background, benefits fairly and equitably from
the nation's digital economic spillovers.
Integrated Implementation of Agencies Under the Ministry of Digital
As the lead ministry, KD will drive this implementation in an integrated manner
alongside its driving departments and agencies:
1. National AI Office (NAIO) – Leading the National AI Action Plan 2030 and a
secure AI ecosystem.
2. Jabatan Digital Negara (JDN) / GovTech Malaysia – Driving the
modernisation of the public delivery system through the MyGOV App and Next-
Generation Public Digital Infrastructure.
3. Malaysia Digital Economy Corporation (MDEC) – Boosting digital economic
growth through the Regional AI Growth Zone and MSME empowerment.
4. CyberSecurity Malaysia (CSM) alongside NAIO – Ensuring that safety
aspects and ethical AI governance are embedded to protect data sovereignty.
5. MyDIGITAL Corporation and Malaysia Centre for the Fourth Industrial
Revolution (MYCentre4IR) – MyDIGITAL Corporation acts as the programme
management backbone for MD2030. Operating under the Ministry of Digital, it
serves as the Strategic Change Management Office that coordinates
implementation, monitors progress, and ensures alignment among national and
state-level stakeholders. MYCentre4IR, hosted by MyDIGITAL Corporation in
collaboration with the World Economic Forum (WEF), drives 4IR policies and
public-private partnerships. Under MD2030, it leads industry clusters
leveraging AI and IoT, while supporting smart cities, WEF studies, and
technology transfer.
Bringing Inclusive Prosperity to the Rakyat and the Economy
The National AI Agenda through MD2030 is not merely about technological
advancement, but is anchored on tangible impacts across the nation's entire
ecosystem:
• The People: Building AI readiness and fostering digital inclusivity to enhance
quality of life, expand service access, and nurture an agile talent pool for the
future.
• Businesses: Elevating the productivity and competitiveness of local
companies through cutting-edge innovation to penetrate new and global
markets.
• The Government: Establishing cost-effective, efficient, transparent, and datadriven
governance for seamless digital public services.
The success of this agenda will shape Malaysia's future, anchored on the identity and
characteristics of a progressive AI Nation, where:
• AI is integrated into every aspect of life;
• Data serves as a strategic national asset;
• Systems are intelligent and autonomous; and
• The people thrive alongside technology.
The MADANI Government remains steadfast in its commitment to ensure that this
implementation phase not only positions Malaysia as a regional digital champion, but
also delivers an inclusive and equitable transformative impact for all citizens.
