DIGITAL DIRECTION AND GOVTECH


1.First and foremost, I would like to express my heartfelt gratitude to YBhg. Tan Sri, Dato’, ladies and gentlemen, for coming together today to mark another significant milestone in our efforts to modernize the institution of parliament through this Hansard Project Handover Ceremony.


2.Today’s ceremony marks a pivotal moment in our efforts to strengthen the nation's digital transformation agenda, specifically in modernizing the delivery system and management of the official records of the Parliament of Malaysia.


3.The world today is changing rapidly, and we are now stepping into the "Era of Intelligence," driven by various advanced technologies, particularly Artificial Intelligence (AI).


4.In facing this wave of change, we must not be afraid. Instead, we must evolve alongside it. This technology is not a threat intended to take over our jobs; rather, it is a tool that simplifies and accelerates the way we work.


5.It is on this very foundation that GovTech Malaysia is driven. Through a Whole-of-Government approach, GovTech Malaysia plays a vital role in shaping an integrated service ecosystem to transform government delivery into one that is more modern, efficient, and above all, citizen-centric.


6.The time has come for us to provide digital platforms that enable seamless interaction for all parties; our ultimate goal is to ensure that no one is left behind in a trusted digital environment.


7.GovTech Malaysia continues to lead the digital transformation of the public sector through six key initiatives that bring a direct impact to both the government and the rakyat (citizens).


8.Among these are GovSuite DMS, a secure, centralized repository that automates integrated government document management; MyGov Apps, the official government mobile application that consolidates various services and information from government agencies into a single digital platform; and MyCitizenProfile, which supports more proactive service delivery through cross-agency data sharing. Additionally, Tanya Kerajaan leverages artificial intelligence technology to expedite the management of public inquiries and complaints.


9.At the same time, MyAppointment simplifies the process of booking appointments at government agencies, while GovSuite CMS provides a standardized platform for the development and management of government websites, making them more consistent and easily accessible.


10.All of these initiatives reflect GovTech Malaysia’s commitment to strengthening the government's digital ecosystem and ensuring a more efficient, integrated, and citizen-oriented public service, in line with the aspirations of Malaysia MADANI and the national digitalization agenda.


EMPOWERING THE PARLIAMENTARY RECORD SYSTEM

Distinguished Guests,


11.This Parliament Hansard Project is not merely a technological venture, but a strategic initiative to ensure that the documentation process of Parliamentary proceedings can be managed more efficiently, systematically, and securely. In fact, this Parliament Hansard application has been specifically designed to empower the recording, management, and accessibility of official Parliamentary debate records in a more structured, integrated, and efficient manner.


12.Through the implementation of this system, access to Hansard records will become easier, faster, and more systematic, thereby enhancing transparency, efficiency, and information accessibility for both stakeholders and the rakyat.


13.This system is also capable of enhancing information retrieval efficiency through a more comprehensive and user-friendly search feature, while supporting systematic records management and reducing dependency on physical documents.


STRATEGIC COLLABORATION AS A DIGITAL DRIVER


14.I believe that efforts such as this are vital in strengthening the nation's democratic institutions through the utilization of more modern and sustainable digital technologies.


15.I would also like to take this opportunity to express my congratulations and appreciation to GovTech Malaysia, the Parliament of Malaysia, and all parties who have shown great commitment and cooperation throughout the implementation of this project.


16.The development of this system—undertaken by GovTech Malaysia with the active involvement of the Parliament of Malaysia as the system owner, particularly in defining requirements and verifying functionalities—has been absolutely critical to ensuring that the developed system truly meets operational and governance needs.


17.Today’s success proves that strategic collaboration between government agencies and the implementation team is capable of producing digital solutions that deliver a major impact to the nation's public service delivery system.


CLOSING


18.In line with the aspirations of the MADANI Government and the national digitalization agenda, it is my hope that this system will continue to be enhanced from time to time to ensure it remains relevant, innovative, and ready to meet future needs.


19.In closing, well done and congratulations once again to all parties involved in making this Parliament Hansard Project a success.


20.With this, it gives me great pleasure to officially conclude the Parliament Hansard Project Handover Ceremony.
