NATIONAL CLOUD COMPUTING POLICY (NCCP) DRIVING MALAYSIA’S DIGITAL TRANSFORMATION IN A SECURE, INCLUSIVE, AND SUSTAINABLE MANNER

KUALA LUMPUR, 13 AUGUST 2025 – Malaysia today marked a significant milestone in its national digital transformation agenda as YB Gobind Singh Deo, Minister of Digital, launched the National Cloud Computing Policy (NCCP). The launch of the NCCP today signals the beginning of a digital revolution led by the Ministry of Digital.

The Ministry of Digital introduced the NCCP, the nation’s first policy formulated as a strategic measure to develop a sovereign, secure, inclusive, and sustainable digital ecosystem. Previously, the implementation of cloud initiatives in Malaysia was often carried out in isolation, placing the nation at risk of falling behind in the rapidly advancing global digital economy.

The NCCP adopts a “Whole-of-Nation” approach, fostering collaboration among all stakeholders, including government agencies, the private sector, cloud service providers, academia, and the public. The policy is also dynamic, allowing for continuous updates to adapt to technological advancements and emerging challenges.

The policy outlines a comprehensive direction to strengthen the adoption of cloud technology across all levels – government, industry, and the general public. Beyond serving as a guiding document, the NCCP functions as a national action plan to ensure Malaysia remains competitive in the fast-evolving global digital economy. It establishes the foundation for strategic, well-managed, and high-impact adoption of cloud technology.

The policy aims to position Malaysia as a world-class cloud computing hub by 2030, anchored on innovation, cybersecurity, sustainability, and inclusivity. Through its holistic approach, the NCCP supports the implementation of existing national digital policies such as the Malaysia Digital Economy Blueprint (MyDIGITAL), the National Fourth Industrial Revolution (4IR) Policy, and the New Industrial Master Plan 2030 (NIMP 2030).

The National Cloud Computing Policy (NCCP) is built upon five (5) key pillars:

• Pillar 1: Public Sector Transformation – This pillar modernises government services through the adoption of cloud technologies to enhance efficiency, transparency, and responsiveness, directly contributing to the 13th Malaysia Plan (RMK13) objectives of improving public service delivery.

• Pillar 2: Fostering Private Sector Growth – By nurturing innovation and competitiveness, this pillar aims to boost economic growth, attract investments, and help businesses particularly MSMEs expand their operations and compete globally. It aligns with RMK13’s goal of empowering MSMEs.

• Pillar 3: Secure Data Protection and Privacy – This pillar strengthens data security frameworks, ensures compliance with data protection laws, and builds public trust in digital platforms. It provides a secure foundation for digital services to thrive, contributing to RMK13’s objectives of economic resilience and inclusive growth.

• Pillar 4: Digital Inclusivity – This pillar addresses the digital divide by extending cloud infrastructure to underserved areas and promoting digital literacy. It ensures that the benefits of digital transformation are accessible to all Malaysians, in line with RMK13’s emphasis on inclusive growth and equitable access.

• Pillar 5: Environmental Sustainability – This pillar promotes resource-efficient and environmentally friendly cloud practices, such as utilising green data centres and monitoring energy consumption. It directly supports RMK13’s focus on sustainability and aligns with the nation’s vision for a low-carbon, environmentally responsible future.

The implementation of the NCCP will support the transition of both the public and private sectors towards more efficient digitalisation, while enhancing the capacity of micro, small, and medium enterprises (MSMEs) to compete in the digital economy.

As a dynamic policy, the NCCP is designed with the flexibility to adapt to technological changes and emerging challenges in the global cloud computing landscape.

The holistic and comprehensive approach ensures that every step forward is wellstructured, high-impact, and contributes to strengthening the nation’s digital sovereignty. Its benefits will be felt directly by the people and public services will become more responsive, small enterprises will gain access to technology on par with larger corporations, and local innovations will thrive within a secure and protected digital ecosystem.

The Ministry of Digital calls upon all parties, including government agencies, industry players, cloud service providers, academia, and the public to work hand in hand in implementing this policy. Together, we will build a resilient and innovative digital future for Malaysia, making it a legacy we create, not merely inherit.
