Members of the Media,

Ladies and Gentlemen.

Salam Perpaduan, Salam Malaysia MADANI and a very good morning.

1. It is an honour to be here today for a momentous milestone in Malaysia’s digital journey, the official launch of the National Cloud Computing Policy (NCCP).

2. This policy is not just a government directive. It is a strategic blueprint that will guide our nation toward a secure, sovereign, inclusive, and sustainable cloud future.

A WHOLE-OF-NATION EFFORT: FOR GOVERNMENT, BUSINESS AND PEOPLE

3. The NCCP embodies a whole-of-nation approach. It reflects our belief that true digital transformation must be inclusive, reaching across sectors, institutions, and communities.

4. To achieve these goals, the NCCP focuses on five core pillars guiding cloud adoption in Malaysia.

5. First, in the public sector, this policy will mandate the adoption of cloud technologies across all government agencies, redefining how we deliver services to the rakyat. By modernising our digital infrastructure, it will significantly boost government efficiency, promote greater transparency, and ensure services are more accessible and responsive. Ultimately, Malaysians can expect faster, more reliable, and citizen-centric digital experiences.

6. Second, in the private sector, the NCCP drives growth, fosters innovation, and enhances competitiveness. It empowers businesses, particularly our SMEs, to harness scalable cloud solutions, levelling the playing field and enabling them to thrive in the global digital economy. The policy also promotes collaboration between academia, local providers, and international technology leaders, building a stronger and more resilient digital ecosystem.

7. Third, for our citizens, the NCCP strengthens data protection and privacy by enhancing public trust through secure access, privacy controls, and ethical standards.

8. Fourth, it ensures digital inclusivity, whereby the benefits of cloud computing are not limited to the privileged few but are experienced by all Malaysians, whether in urban centres or rural kampungs.

9. Fifth, the NCCP champions environmental sustainability, promoting resource-efficient and environmentally friendly cloud practices to reduce the environmental impact of cloud infrastructure.

CLOUD AS AN ENGINE FOR GROWTH

10. With this policy, Malaysia reaffirms its ambition to become a leading regional cloud and digital hub by 2030.

Ladies and Gentlemen,

11. The NCCP directly supports the objectives of MyDIGITAL and the Malaysia Digital Economy Blueprint, not just by setting direction, but by unlocking real economic potential.

12. A recent study by the Asian Development Bank Institute and AWS projects that even a 1% increase in cloud adoption could contribute up to a remarkable RM10.5 billion to our GDP. This is not a mere number; it represents new jobs, greater opportunities, and increased resilience for our nation. Looking ahead, by accelerating our cloud strategy from 2024 to 2028, we have the potential to unlock a staggering RM110 billion in additional economic value.

13. These projections are now being backed by tangible action. Our commitment has attracted world-class partners and unprecedented investments. We are witnessing billions of ringgit being channeled into our digital infrastructure, with global tech players establishing new cloud regions and data centers right here in Malaysia.

SECURITY, SOVEREIGNTY AND SUSTAINABILITY

14. But while we embrace growth, we must also protect our values and our future.

15. The NCCP is fully aligned with the Malaysia Cyber Security Strategy (MCSS). It implements robust security frameworks to protect national data and build public trust. It upholds data sovereignty, ensuring data generated within Malaysia is governed by Malaysian laws.

16. It also introduces a sound regulatory framework, one that provides clear direction for stakeholders to develop specific policies tailored to their needs, while ensuring flexibility within a unified national strategy. This approach 6 empowers each sector to adapt and innovate, without compromising alignment with the broader national vision.

17. Importantly, this policy also places sustainability at its core. We are promoting green cloud computing practices: from energy-efficient data centres to environmentally friendly infrastructure. Because as we advance technologically, we must remain responsible stewards of our environment.

ENABLING THE AI REVOLUTION

18. Cloud computing marks a decisive shift from the limitations of on-premises infrastructure to secure, high-performance, and globally connected environments.

19. In the past, fixed servers constrained capacity, slowed response times, and limited reach. Today, modern data centres give us virtually limitless computing power and storage — scalable on demand, optimised for performance, and maintained with world-class reliability. This agility reduces operational costs, accelerates deployment, and creates a fertile ground for innovation.

20. Artificial Intelligence (AI) depends on exactly these capabilities: vast datasets, high-speed processing, and seamless integration across platforms. Cloud infrastructure makes it possible to train complex models, analyse real-time data, and deploy AI solutions rapidly in sectors from healthcare and manufacturing to education and agriculture.

21. This acceleration strengthens each of the NCCP’s five pillars: in the public sector, enabling faster, more responsive services; in the private sector, driving innovation and global competitiveness; for citizens, strengthening data protection and privacy; through digital inclusivity, ensuring rural communities benefit equally; and with sustainability, optimising energy use and reducing environmental impact.

A CALL TO ACTION

Ladies and Gentlemen,

22. The National Cloud Computing Policy is a living document. It will evolve as technologies change. But its purpose 8 remains constant: to enable progress, protect national interests, and uplift our people.

23. I urge every Malaysian: government, industry, academia, civil society, to embrace the opportunities cloud computing offers.

24. Let us move forward together with a whole-of-nation mindset, to build a digital future that is resilient, inclusive, and globally competitive.

25. With the launch of this policy, we strengthen our collective commitment to positioning Malaysia as a global leader in cloud technology.
