A DIGITALISATION REVOLUTION IN THE PUBLIC SECTOR

Putrajaya, 6 January 2026 — In today’s landscape, digitalisation is no longer an option but a fundamental necessity for the nation. YAB Prime Minister Dato’ Seri Anwar Ibrahim, in his 2026 New Year’s Address delivered on 5 January 2026, emphasised that digitalisation must be initiated and implemented in a serious and committed manner. These efforts must not be confined merely to planning stages or increased allocations; instead, they must be translated into tangible improvements in work performance and the quality of government services delivered to the people.

The YAB Prime Minister also called for all public sector transactions to be conducted online, except where restricted by legal provisions, and for the adoption of Artificial Intelligence (AI) technologies to enhance efficiency and the quality of work. This move is viewed as a progressive approach aligned with Malaysia’s aspiration to emerge as an efficient, competitive and people-centric digital nation.

The Ministry of Digital welcomes the YAB Prime Minister’s call to further enhance the quality of the nation’s digital services, particularly through the full implementation of end-to-end (E2E) online government systems. Through the National Digital Department (Jabatan Digital Negara, JDN), the Ministry of Digital continuously monitors the implementation of E2E across all government agencies to ensure efficiency, effectiveness and compliance with established digitalisation standards. As of 2025, E2E implementation across government agencies has reached 80 per cent, reflecting the Government’s sustained commitment to strengthening digital service delivery. The Government aims for 95 per cent of federal government services to be delivered online by 2030.

In addition, the Government is also targeting the digitalisation of 100 per cent of federal data under a Whole-of-Government approach, as a strategic measure to strengthen the nation’s digital transformation and to enhance efficiency and the quality of services delivered to the people.

The National Digital Department (JDN) is also in the process of developing the Public Sector Digitalisation Plan 2026–2030, which is scheduled for completion by mid-January 2026, to further intensify the Government’s digitalisation efforts at all levels, including the Federal Government, State Governments and Local Authorities (PBT). This includes the enhancement of existing systems, the strengthening of the adoption of new technologies, the development of digital talent, and the expansion of strategic inter-agency collaboration to ensure that the public sector’s digital transformation is implemented in a comprehensive, integrated and high-impact manner for the benefit of the people.

The Ministry of Digital ensures that the adoption of Artificial Intelligence (AI) by Government agencies is carried out in a planned and ethical manner. In this regard, the AI@Work initiative was introduced as a platform to strengthen the use of AI in the daily operations of the public sector, particularly to enhance work efficiency, productivity and the quality-of-service delivery. From March to November 2025, the utilisation of AI technologies under the AI@Work initiative recorded a monthly growth of 10 per cent. As of December 2025, a total of 373,346 civil servants have actively used this AI technology and benefited from it, including improved efficiency in document preparation, reduced time in completing routine tasks, and enhanced support for more informed decision-making.

These efforts will continue to be strengthened throughout 2026, in line with the Government’s digital transformation agenda and its aspiration for paperless services, to ensure that AI technology enhances work performance, productivity and the quality of services delivered to the people.

Overall, the Ministry of Digital remains committed to strengthening the public sector digitalisation agenda through the implementation of comprehensive, integrated and results-oriented systems. The adoption of digital technologies, including AI, will continue to be driven in a phased, ethical and people-centric manner. These efforts are aligned with the YAB Prime Minister’s aspiration to ensure that the nation’s digital transformation not only enhances administrative efficiency, but also improves the quality of government service delivery and Malaysia’s competitiveness at the global level.
